There is no way to know who this person was and the part about the chip rail maybe should be eliminated. My guess is that the tech guy did not do this because his job was to fix things like broken links, remove dead links and he did not have authority to make copy changes. It is made from a single piece of wood 4. Looks like mahogany or some dark wood without knots. The grooves for the chips appear to be milled with a half moon bit. Perhaps a router table was used. Then the piece of wood was pushed through the router to mill the grooves, one side and then the other. With the station I have and describe here, the chip rail is not very functional and the rail needs to be milled deeper. I am suggesting wood for the rail perhaps 1 inch to 1.
This is my best guess and attempt for a suggestion. I do not know if the table plans you have are for curved corners. What I described would work okay for square corners. Also, perhaps the bit was held in a drill press with a fence and the board pushed through twice. These are my suggestion and limited to my knowledge of woodworking.
